The rules
stated on this website have been establised to govern all stock car
events ran by the Sault Area Racing Association at the Kinross
Speedpark. The track is located at the Chippewa County
Fairgrounds in Kinross, MICHIGAN.

MISSION
STATEMENT
Kinross
Speedpark's mission is to provide continued racing entertainment and
to maintain a safe and clean environement in which any member or
family can experience the fun and excitement of short track racing.
The responsibility of the Board and SARA's members is to provide
racing that is safe, fair, competitive and economically possible for
all of it's members.

RULEBOOK DISCLAIMER
The rules
and/or regulations set forth herein are designed to provide for the
orderly conduct of racing events and to establish minimum acceptable
requirements for such events. These rules shall govern the
condition of all events, and by participating in these events, all
participants are deemed to have complied with these rules. NO
EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM
PUBLICATIONS OF, OR COMPLIANCE WITH, THESE RULES AND/OR REGULATIONS.
They are intended as a guide for the conudct of the sport and are in
no way a guarantee against injury or death to a participant,
spectator, or official. The management shall be empowered to
permit minor deviation from any of the specifications herein or
impose any further restrictions that, in their opinion, do not alter
the minimum acceptable requirements. NO EXPRESSED OR IMPLIED
WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF
SPECIFICATIONS.
Any
interpretation or deviation of these rules is left to the discretion
of the officials. Their decision is final.

annual car registration fees ($50 for LM, FS, PS - $25 for 4CYL)

to SARA for reduced pit admission and association voting
privleges

SECTION 01
- COMPETITOR REGISTRATION
A. GENERAL
1. All drivers must register prior to competing at the Kinross Speedpark. Registration will be $50.00 for Late Model, Factory
Stock and Pure Stock competitors while registration has been set at
$25.00 for Four Cylinder competitors.
2. Any driver who is not registered will not be allowed to compete
until the registration form is complete and the proper registration
fee is paid in full. NO POINTS WILL BE ISSUED TO ANY
UNREGISTERED CAR AND/OR DRIVER!
3. All driver registrations are subject to approval or rejection by the
Kinross Speedpark. A registration can be used only by the
driver whom it was issued.
4. Drivers that are already registered in their division may use
another car for a substitute BUT is subject to full
tech compliance prior to enterting the oval track
5. Drivers that compete in more than one division must be registered in
each division to receive prize money.
B.
RACE DRIVER REGISTRATION APPROVAL
1. All drivers must be of minimum age as directed and approved by our
insurance provider and S.A.R.A. by-laws. This policay may
change without notice.
2. Any driver may be required, at any time, to submit to a physical
examination whenever requested by Kinross Speedpark officials.
C. MEMBERSHIP
1. A S.A.R.A membership card is
$35.00. Any person possessing that said membership card will
be allowed to enter the pits at a reduced fee of $17.00.

Non-members pit entrance fee will be $22.00
3.
NEW for 2008 is a Jr. Pit Pass for Children
12 & Under. Cost is $10.00
Any interpretation or deviation of these rules is left to the
discretion of the officials. Their decision is final.
SECTION 02
- EXTRAORDINATRY RULES
1. Race track meets may occur under extraordinary conditions,
subject to special rulings.
2. Approval of special rulings must be
secured from Kinross Speedpark officials and shall be known to all competitors prior to
race meet.
3. Any injured or suspended member
shall not participate in any event without approval of Kinross
Speedpark officials and the
official has the right to request a doctor’s release at any time.
4. In the event of a rain out (specials not included) the
following policy will apply:
If heat races have not been completed
your arm band will be honored for the next week’s admission, and
there will be no payoff. If heat races have been completed, money
and points will be awarded for the events completed that night. The Consi and features will be completed the following week. There will
be no refunds or cash discounts.

left to the discretion of the officials. Their decision is final.
SECTION 03
-- GENERAL REGULATIONS
1. No intoxicating liquors or
controlled substances are to be consumed before or during race meets
by anyone entering the pit area. (ZERO TOLERANCE)
2. Kinross Speedpark officials reserve the right to reject or
allow the entry of any person and/or car.
3. Before entering the racing area, a release, registration
and/or entry forms must be signed by all competitors. Entering the racing area without
approval of Kinross Speedpark officials is
prohibited.
4. Misconduct related to verbal or physically abusive behavior is
prohibited. This may include, but is not limited to, intimidation,
obscene profanity/actions, inciting a fight, berating of another
individual, fighting, threats or physical harm. Disregard of this
rule will ultimately result in suspension from all race track
property.
5. Any "driver" has the right to be heard by the race director or
management, regarding any issue. This however is reserved for only
"drivers".
6. All pit entrants shall appear at track in acceptable attire,
including shirt and shoes.
7. The driver assumes and accepts responsibility for the actions
of his/her pit crew and may be disqualified, suspended or fined for
improper conduct by their pit crew. In the event an issue should
arise and a driver or a crew member is in someone else’s pit area
the driver will be held accountable. The best practice is to stay in
your own pit area if you think there may be potential for a
problem.
8. Drivers, owners and/or mechanics shall have no claims against
or cause of action for damages, expenses, or otherwise against
Kinross Speedpark or its’ officials or promoter by reason of
disqualification or damage to either car, driver or both.
9. Any car may be inspected by Kinross Speedpark officials at
any time.
10. There will be no dumping of any petroleum products on Kinross
Speedpark grounds. Anyone found dumping petroleum products on the
ground will receive a mandatory suspension.
11. All used tires must be removed from Kinross Speedpark
property at the end of racing events.
12. There will be no stopping on the race track to contest any
official's decision. Any person stopping may be disqualified from the
race and/or rest of the evening.
13. Radio communication
IS NOT permitted in
any division at the Kinross Speedpark
14. Added weight must be painted white with car number on each
piece and secured with 2 one-half inch bolts
15. Maximum decibel reading: 100 db at 100 feet from trackside.
16. 18" Tall legible numbers must appear on both doors and roof.
A 6" number must also appear on the upper right corner of the
windshield. Colors must be contrasting. If the tower
cannot read your number, you will be given a 1 week grace period to
fix your colors. If you do not comply, you will NOT be
counted.
17. Every driver is required to attend the "driver’s meeting";
failure to do so may result in forfeiture of qualifying time.
18. The pit area must be clear of all vehicles by 12:00 PM of the
race night.
19. Any vehicle using anti-freeze will be fined $50.00 and
deducted from pay.
20. Kinross Speedpark: Slab may be reserved for the season
($100.00) or by the day ($10.00). Pits slabs will be $125.00 after
May 10th. Slabs may not be subleased (your slab may be moved on
specials). Slab rental is on a first come, first serve basis. If you
choose to park on a slab a $10.00 per night fee will be deducted
from your pay off.
NO REFUNDS!!!
21. Tire soaking is not permitted.
22. Excessive speed on any part of Kinross Speedpark property
other than racing surface is prohibited. Any car determined to be
speeding by track officials will be subject to disqualification,
point loss, fine and/or suspension from all race track property.
23. No open fires or charcoal grills allowed in the pits.
24. All rules and regulations in the Kinross Speedpark rule
book are subject to interpretation by S.A.R.A. officials in charge.
25. Drivers causing unnecessary delays in the race are subject to
the black flag. If you are found to be racing one quarter second
under your qualifying time for any 2 laps in any event, you will be
black flagged and start the remainder of your day’s events from the
rear of the starting field. Top four qualifiers are exempt. Two
unassisted spins in the same event will be cause for you to be black
flagged for that event.
26. Use of ATV's & personal recreational vehicles at the
Speedpark is prohibited unless prior arrangements have been made.
27. Kinross
Speedpark officials reserve the right to handicap any car, in any
class, at anytime, as they see fit. This will apply to any car
that dominates in any division in order to maintain the mission
statement of SARA.
Any interpretation or deviation of these rules
is left to the discretion of the officials. Their decision is final.
SECTION 04
- SAFETY REGUATIONS (ALL DIVISIONS)
1. Before any car may take part in a sanctioned race meet it is
subject to inspection by Kinross Speedpark Officials.
2. It is mandatory that the driver’s helmet meet a minimum of
Snell 95 standards with SA rating. **MA or M is not
acceptable**. Driver
must wear
approved driving suit (EVERY DRIVER of EVERY
DIVISION ) of fire
resistant materials that effectively cover the body from neck to
ankles and wrists. Any holes in driver’s uniforms must be properly
patched with approved materials. Inspections will be done on a
regular basis. It is also recommended that drivers wear complete
full coverage, fire resistant underwear, and fire resistant driving
shoes. Full coverage fire resistant gloves are mandatory. It is also
highly recommended that all drivers wear an unaltered safety neck
brace (horse collar); a head/neck restraint system is
highly recommended.
Window nets with a top
mounted quick release system are mandatory. (See individual
division’s rules for more safety information.)
3. The head or arm of any driver shall not extend outside the
door of a closed body race car while being driven in any event.
4. No race, time trial or warm up
shall start unless there is adequate safety and emergency equipment
on the track premises.
5. Only one person shall occupy a car at any time, except with
prior approval from Kinross Speedpark officials.
Absolutely no riding on cars at anytime.
6. At no time will non-competing members be allowed on the track,
across the track or infield unless approved by Kinross Speedpark officials.
7. Approved roll bar padding is mandatory in all common areas
occupied by the driver.
8. If you pull your car into the infield during race conditions
you must remain in your car.
9. Unless imminent danger is present, drivers and passengers must
remain in seat and securely fastened.
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION 05
- RACE PROCEDURE
1. All drivers must be ready to compete in the event in which
they are scheduled. It is the driver’s responsibility to
report to the staging area for his event.
Any car that pulls off the racing surface or returns to the pit area
after the initial starting line up is presented on the speedway will
start at the rear of the event if they are able to continue.
2. Race may be started at
starter/officials discretion once the drivers have been signaled to
be ready. Disposition of cars not in position shall be at the
discretion of Kinross Speedpark officials.
3. Whenever, in the starter or
officials opinion, it becomes dangerous or unsafe to continue a race may be
stopped or declared final.
4. When a race is stopped after the completion of one lap, cars
shall line up in the order in which they were running at the
completion of the last full lap, except those involved in the
mishap. Last completed lap refers to the lap where the entire
field crossed the start/finish line.
5. In order to ensure that the racing program will be completed,
a time limit of one minute per lap will be enforced in all racing
events. A race will be declared officially complete if the event
has run a majority of its laps and time has expired. Every effort
will be made to complete all races. Red flag situations may alter
this rule on occasions. Drivers’ will be scored and paid by their
restart position.
6. If a car does not arrive at the
track by the time qualification ends, every attempt will be made to
place that car in the show. Kinross Speedpark reserves the right to refuse that car
owner and/or driver from competition for the event.
7. RESTARTS with LEADER in front of the pack with double file
behind. Single file restarts at Flagman's discretion.
Single file restarts in australian pursuits and also in ALL Late
Model events.
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION 06
- PRIZE MONEY
1. A guaranteed purse consisting of
100% of pit admissions will be paid out for each weeks racing
events. Weekly money will be divided into a percentage per
class, per event basis and will be distributed at the next week's
race.
2. The decision of Kinross Speedpark officials in establishing
the amount of the prize money based on car count shall be binding on
all members.
3. The driver shall receive all race money payable in race
competition unless other arrangements have previously been made. Any
prize money not picked up on the following race night will be mailed
on the following Monday. S.A.R.A's official in charge shall
distribute the prize money. This shall apply to all divisions.
Driver money will be paid and reported on 1099 individually unless
prior letter is on file to have all money paid and charged to
another tax ID number.
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION 07
- PENALTIES
1. Violation of any Kinross Speedpark rule or regulation may
result in any combination of: disqualification, suspension
and/or ejection from race track property and/or fine
2. Any driver, car owner, mechanic, crew
or family member that takes part in any
demonstration or fights on the track, in the pits or surrounding
premises, before, during or after a race shall be subject to
suspension from all race track property, fines and further penalties
as seen fit
3. Until a suspension is lifted, the car
in which the suspended
member is registered to, may be suspended at track official’s
discretion.
4. Any driver, car owner or mechanic/crew who fails to notify
Kinross Speedpark officials of any change of driver or permits a car
to be driven in a race meet by an unregistered person shall be
subject to suspension from all race track property and/or fine, or
ejection.
5. Actions of Kinross Speedpark members considered detrimental to
Kinross Speedpark shall be subject to suspension from all race track
property and/or fine or ejection and/or loss of membership.
6. Abuse, assault, or threat to do bodily injury by any driver,
car owner or mechanic/crew to any official person or race fan
serving under their orders shall be grounds for suspension from all
race track property and/or fine or ejection.
7. Kinross Speedpark procedures for penalty of prize money and
championship points regarding post race inspection and official
finishing position are as follows:
a. Any and all championship points earned in race to be forfeited.
b. No prize money will be transferred to another car or driver.
c. Points will be transferred to the subsequent positions.
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION
08 - APPEALS
1. Right of appeal is hereby given to any S.A.R.A.
member who has been suspended for any infraction of rules,
regulations or specifications of Kinross Speedpark.
2. Such appeals must be made within five (5) days after
notification and shall be made in writing to S.A.R.A. office, (111
W. 11th Ave Sault Ste. Marie, Michigan 49783).
3. Hearings shall be heard at the S.A.R.A. office in such a
manner and at such time after the filing thereof within the
discretion of S.A.R.A. appointed "Appeals Board".
4. Decisions made by S.A.R.A. or Kinross Speedpark officials on
appeals shall be final.
5. Scoring of a race and/or on track decisions are NOT
appealable.
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION 09
- PROTESTS
1. Protests for alleged violations or infraction of rules,
regulations and/or specifications as covered in the rules must be
filed within 10 minutes of completion of race event to track
officials in Speedparks tech area.
2. Scoring of a race and on track decisions are not subject to
a protest.
3. Protests of any nature must be accompanied by a $100.00 cash
bond and within the time period as specified in rules for each
division and in writing.
4. Any protest not pertaining to any particular race, must be in
writing and filed with S.A.R.A. office and accompanied by a cash
bond of $100.00.
5. When a protest is upheld by the S.A.R.A. office, the bond will
be turned over to the correct party. If protesting party is correct,
they receive the money except as noted.
6. Kinross Speedpark officials shall set up rules and regulations
of protests.
7. Any person/persons whom protest is lodged shall have the right
to file answers to the charges.
8. Decisions by Kinross Speedpark executive committee members
and/or technical inspector will be final on any and all protests.
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION 10
- INSPECTIONS
**NOTE** - Each car must be prepared to pass a rigid safety
committee inspection before it will be permitted to enter the racing
surface. Anything not covered by rule book or technical bulletins
must be submitted to Kinross Speedpark thirty (30) days prior to
intended use for interpretation and/or approval. Technical bulletins
prevail when any discrepancies exist between rule book and technical
bulletins issued
after rules are released.
1. Any and all cars may be subject to inspection before, during
and after the races.
2. Kinross Speedpark official in charge of race meet shall
determine the method and type of car inspection, number of cars to
be inspected and reserves the right to impound car competing in the
sanctioned race.
3. Kinross Speedpark officials assume no responsibility for
impounded cars, parts, engines, etc.
4. Kinross Speedpark reserves the right to set up an isolated
inspection area and limit access to the driver and 1 crew member of
the vehicle being inspected.
5. At no time will any driver, owner
or pit crew approach the scale computer without the permission from
Kinross Speedpark
officials.
6. Weight may be added to any car for minor rule variances.
7. All measurements and weights will be taken with driver
strapped in seat in the upright position as if race ready.
8. Kinross Speedpark reserves the right to impound any car for
inspections purposes. Refusal to comply with this request may end in
the expulsion of car, driver and owner or any of the three, or fine
and/or penalty.
9. Kinross Speedpark reserves the right to confiscate any part
and/or equipment illegally used or found during the inspection.
Refusal of driver and/or car owner to turn over illegal parts to
Kinross Speedpark officials may result in suspension for the rest of
the racing season and the loss of all points from the beginning of
the season to current.
10. Blatant disregard of rules after compliance inspection
will result in loss of points to the last compliance check, and
monies owed
Any interpretation or deviation of these rules is
left to the discretion of the officials. Their decision is final.
SECTION 11
- CHAMPIONSHIP POINT RULES
1. Championship points will be issued at all regular
scheduled events at Kinross Speedpark and at various other special
shows announced in advance that they will be point races. Any
discrepancy in points must be brought to the attention of the
official in charge of scoring within a 3 week period following the
event in question.
2. To receive championship points and prize money
for an event, a driver and car must take the green flag at the start
of the race.
3. All prize money, in the event of a tie, shall be
pooled together and divided evenly between the tied drivers.
4. Kinross
Speedpark may establish rules and
regulations for the awarding of points and trophies.
5. All decisions by Kinross Speedpark officials in
establishing and awarding championship points shall be final.
6. Any postponed race, if re-scheduled, shall be run
on the same season point total.
7. Any tie in points for the championship at the end
of the scheduled race season shall be determined as follows:
a. Events entered and competed in by car and/or driver.
b. Average finishing position in feature races.
c. Most victories.
d. Most fast times.
e. Average qualifying position.

- 15,14,13,12,11,10 to qualify
9. Points for dashes
- 10,9,8,7
10. Points for aussy
- 10,9,8,7,6,5 to start
11. Points for heats
- 15,14,13,12,11,10 to start
12. Points
for feature - 30,29,28,27,26,25 to start
12. Feature: The number of cars locked
into each feature will be determined each race, relevant to the
number of cars competing.
ANY TRANSFERS FROM CONSI EVENTS TO FEATURE
RACES WILL NOT RECEIVE POINTS OR PAY FOR THE CONSI. ONLY
FEATURE POINTS AND PAY EARNED BY FINISHING POSITION
